New Ferroalloy Production Capacity is Strictly Prohibited in China

To fully implement the deployment requirements of the State Council’s “Air Quality Continuous Improvement Action Plan”, with air quality improvement as the core, we will continue to fight in depth to defend the blue sky and ensure that the average annual concentrations of PM10 and PM2.5 in the region are controlled at 65 micrograms/ cubic meters and 30.5 micrograms/cubic meter, and the ratio of heavily polluted days should be controlled within 0.3%. This implementation plan is formulated.

Ningxia is China’s largest ferroalloy production province, the main products are ferrosilicon, ferrochrome, calcium silicon, and other ferroalloys.

Promote green transformation and upgrading of industries

Resolutely curb the “two high and one low” projects. New reconstruction and expansion projects strictly implement national and autonomous region industrial policies and ecological and environmental protection supervision and other requirements, and in principle use clean transportation methods. Projects involving capacity replacement will first discontinue (replace) the old ones and then install new ones. Strictly prohibit illegal new steel and ferroalloy production capacity, guide the integrated development and integration of steel and coking; strictly control oil refining, coal-to-syngas, and coal-to-liquid fuel production capacity; resolutely curb new cement production capacity, and strive to cultivate key green building materials enterprises.

nitrided manganese metal

Eliminate backward and inefficient production capacity. Strictly implement the national and autonomous region industrial structure adjustment policies, comprehensively apply quality, environmental protection, energy consumption, safety and other laws and regulations, eliminate backward coal washing production capacity, and accelerate the elimination of low-end and inefficient production capacity such as ferroalloys, calcium carbide, activated carbon, and carbon.

Carry out the upgrading and transformation of traditional industrial clusters. Cities where small and medium-sized traditional manufacturing enterprises are concentrated have formulated development plans for gas-related industrial clusters and special rectification plans for existing industrial clusters, achieving the “four batches” rectification effects of elimination and shutdown, relocation to parks, on-site transformation, and optimization and strengthening. Construct centralized heating, centralized spraying, centralized activated carbon regeneration and other centers according to local conditions.

Promote the development of clean, low-carbon and efficient energy

Vigorously develop new energy and clean energy. Vigorously build photovoltaic and wind power bases, promote the development of waste-to-energy generation, biofuels and other biomass energy, support the adjacent development of new energy power generation and new materials, data centers and other energy-carrying industries, promote the consumption of green energy nearby, and strive to increase the supply of natural gas. By 2025, the installed capacity of renewable energy will reach 50 million kilowatts, the proportion of non-fossil energy in total energy consumption will reach 15%, and the proportion of renewable energy in electricity consumption will reach more than 30%.

Reasonably control the proportion of coal consumption. On the premise of ensuring the safe supply of energy, control the proportion of coal consumption will be implemented. Continue to promote the “three-reform linkage” of coal-fired power units and the construction of large-scale clean and efficient coal-fired power projects. In principle, no new coal-fired self-owned power plants will be added to enterprises, and self-owned coal-fired units will be supported to implement clean energy substitution. By 2025, the proportion of coal consumption will decrease by about 2.2% compared with 2020.

Continue to deepen the integration of coal-fired boiler closures. All localities should incorporate coal-fired heating boiler replacement projects into urban heating plans, promote the closure of backward coal-fired small thermal power units (including self-provided power plants), and in principle no longer build new 35 steam tons/hour and The following coal-fired boilers. Promote the low-nitrogen combustion transformation of gas boilers and reduce the nitrogen oxide emission concentration to less than 50 mg/cubic meter by 2025.

Implement clean energy substitution in industrial furnaces. Newly renovated and expanded heating furnaces, heat treatment furnaces, drying furnaces, and melting furnaces should in principle use clean and low-carbon energy; industrial furnaces that use highly polluting fuels should be safely and securely promoted to use industrial waste heat, electricity, natural gas, etc.; fuel gas generators should be clean Energy substitution; phasing out fixed-bed intermittent gasifiers.

Promote clean heating in northern areas. We will complete the task of clean heating in the northern region with both quality and quantity, accelerate the energy-saving renovation of existing farm buildings, and implement rural power grid consolidation and upgrade projects. According to the law, areas that have completed clean heating renovations will be designated as high-pollution fuel no-burn zones. In areas where clean heating has not yet been implemented, efforts will be made to increase the substitution of bulk coal for civilian and agricultural use, and strengthen supervision of commercial coal quality.

Strictly implement VOCs content limit standards and promote the use of raw and auxiliary materials with low (no) VOCs content. Carry out regular storage tank sealing tests; separately collect and process high-concentration organic waste gases from sewage treatment sites; seal and collect and process organic waste gases from VOCs-containing organic wastewater storage tanks and installation area water collection wells (pools). During the period of operation, shutdown, inspection and maintenance of the enterprise, the VOCs waste gas generated during the operation should be collected and processed in a timely manner. Enterprises are not allowed to use torch combustion devices as daily air pollution treatment facilities.

Promote in-depth pollution control in key industries. Promote the ultra-low emission transformation of key industries such as steel, cement, and coking, as well as coal-fired boilers. By 2025, major air pollutants in iron and steel enterprises will reach ultra-low emission limits, and coal-fired boilers (excluding bed-fired furnaces and stoker furnaces) with a capacity of 65 tons/hour or above will achieve ultra-low emissions. Simple and inefficient pollution control facilities for boilers and industrial furnaces will be classified and disposed of, and industries such as foundry, lime, and mineral wool will be upgraded to meet standards. Biomass boilers are equipped with high-efficiency dust removal facilities, and mixing with other materials is prohibited. Key gas-related enterprises will gradually cancel the bypass of flue gas and exhaust gas containing VOCs. If it cannot be canceled due to safety production needs, online monitoring systems and backup disposal facilities will be installed.

Carry out the control of catering fumes and foul odors. Strictly manage the layout of catering service units near residential buildings. Buildings planning to provide catering services should design and construct dedicated flues.
