Vigorously build photovoltaic and wind power bases, promote the development of waste-to-energy generation, biofuels and other biomass energy, support the adjacent development of new energy power generation and new materials, data centers and other energy-carrying industries, promote the consumption of green energy nearby, and strive to increase the supply of natural gas. Promote the construction of a green and clean transportation system

Optimize and adjust the cargo transportation structure. Strengthen the construction of special railway lines and intermodal transport connection facilities, carry out cargo-fitting transformation of qualified railway stations, and promote the entry of special railway lines into factories, parks and enterprises. Strengthen supervision and random inspections of newly produced trucks to achieve full coverage of the entire family. Strengthen road inspections and door-to-door inspections of heavy trucks, and strengthen supervision and law enforcement of motor vehicle environmental inspection agencies. By 2025, the construction of charging and swapping facilities in highway service areas will strive to reach 100%, and the passing rate of diesel trucks in use will reach more than 90%.

Strengthen the management of non-road mobile sources. Accelerate the renewal and transformation of new energy sources for internal operating vehicles and machinery in railway freight yards, logistics parks, airports, and industrial and mining enterprises. Strengthen the registration and supervision of environmental protection codes for non-road mobile machinery. By 2025, non-road mobile machinery with emission standards of the first stage and below will be basically phased out; the utilization rate of bridge-mounted power equipment at Hedong Airport will reach more than 95%.

Comprehensively guarantee the quality of refined oil products. Strengthen the supervision of all aspects of oil products, clean up and rectify self-built oil tanks, mobile refueling trucks and illegal gas stations, and resolutely crack down on the sale of non-standard oil products as engine fuel. Increase the frequency of spot testing of diesel in trucks, non-road mobile machinery, and ship fuel tanks, and trace the source of the clues discovered and hold them accountable.

Strengthen comprehensive control of non-point source pollution

Deepen the control of dust pollution. Comprehensively promote green construction and include the cost of preventing and controlling dust pollution into the project cost. Promote segmented construction of long-distance linear projects such as roads and water conservancy projects. By 2025, the proportion of prefabricated buildings in new urban buildings will reach 25%, the mechanized cleaning rate in built-up areas in prefecture-level cities will reach 85%, and the rate in built-up areas in county towns will reach 75%. Large-scale coal, ore and other dry bulk material storage yards of industrial and mining enterprises have basically completed the construction of dust suppression facilities and the closed transformation of material conveying systems.

Promote the improvement of mining ecological environment. Efforts will be made to promote the construction of green mines, and new mines will in principle adopt clean transportation methods. We will continue to deepen the comprehensive rectification and restoration of the ecological environment of non-coal mines such as building stones in the eastern foothills of Helan Mountain and the central and southern regions, and mines that still fail to meet the standards after rectification within a time limit will be closed in accordance with laws and regulations.

Strengthen the comprehensive utilization of straw and ban burning. Improve the straw collection, storage and transportation service system and enhance the industrialization capacity of comprehensive utilization of straw. By 2025, the comprehensive utilization rate of straw will reach more than 90%. All regions have accurately divided the range of straw burning bans, improved the grid supervision system, strengthened special inspections during key periods, and promptly discovered and dealt with fire spots.

Strengthen multi-pollutant emission reduction

Strengthen the comprehensive management of VOCs. Strictly control the production and use of high VOCs content coatings, inks, adhesives, cleaning agents and other construction projects. Strictly implement VOCs content limit standards and promote the use of raw and auxiliary materials with low (no) VOCs content. Carry out regular storage tank sealing tests; separately collect and process high-concentration organic waste gases from sewage treatment sites; seal and collect and process organic waste gases from VOCs-containing organic wastewater storage tanks and installation area water collection wells (pools). During the period of operation, shutdown, inspection and maintenance of the enterprise, the VOCs waste gas generated during the operation should be collected and processed in a timely manner. Enterprises are not allowed to use torch combustion devices as daily air pollution treatment facilities.

Promote in-depth pollution control in key industries. Promote the ultra-low emission transformation of key industries such as steel, cement, and coking, as well as coal-fired boilers. By 2025, major air pollutants in iron and steel enterprises will reach ultra-low emission limits, and coal-fired boilers (excluding bed-fired furnaces and stoker furnaces) with a capacity of 65 tons/hour or above will achieve ultra-low emissions. Simple and inefficient pollution control facilities for boilers and industrial furnaces will be classified and disposed of, and industries such as foundry, lime, and mineral wool will be upgraded to meet standards. Biomass boilers are equipped with high-efficiency dust removal facilities, and mixing with other materials is prohibited. Key gas-related enterprises will gradually cancel the bypass of flue gas and exhaust gas containing VOCs. If it cannot be canceled due to safety production needs, online monitoring systems and backup disposal facilities will be installed.

Carry out the control of catering fumes and foul odors. Strictly manage the layout of catering service units near residential buildings. Buildings planning to provide catering services should design and construct dedicated flues. Promote the implementation of third-party operation and maintenance management and online monitoring of treatment facilities in areas where conditions permit. Strengthen the investigation and rectification of problems with foul odors that disturb residents, and install and operate online monitoring systems in industrial parks and key enterprises where complaints are concentrated.

Steadyly promote the prevention and control of atmospheric ammonia pollution. Study ammonia control measures in livestock and poultry farms, support the closure of manure transportation, storage and treatment facilities, and strengthen waste gas collection and treatment. Actively promote soil testing and formulated fertilization, and promote high-efficiency fertilization technologies such as deep fertilizer application and water and fertilizer integration. Strengthen the control of ammonia emissions from nitrogen fertilizer, soda ash and other industries. Strengthen the prevention and control of ammonia escape from flue gas desulfurization and denitrification from industrial sources.

Improve the atmospheric environment management system

Implement air quality compliance management. Implement classified management and zoning policies for ambient air quality in prefecture-level cities (including Ningdong), and promote coordinated control of PM2.5 and ozone. Cities that have not stably met the air quality standards should prepare and implement air quality standards plans and make them public. By 2025, the ambient air quality of prefecture-level cities will reach the national second-level standard.

Improve the joint consultation and forecasting mechanism between ecological environment and meteorological departments, strengthen regional emergency linkage, and take emergency response measures simultaneously in accordance with laws and regulations.

Strengthen basic capacity building

Establish and improve the air quality monitoring network. Optimize the urban air quality monitoring network, strengthen the construction of meteorological and air quality monitoring networks in sand and dust path areas, and support the construction of air quality monitoring stations in streets and towns. Carry out automatic monitoring of non-methane total hydrocarbons and automatic monitoring of PM2.5 and VOCs components, and strengthen atmospheric environment monitoring in industrial parks, highways and other areas.

Strengthen the construction of pollution source monitoring capabilities. Promote the installation of working condition monitoring, electricity (energy) monitoring, video monitoring, etc. in key atmospheric environment supervision enterprises, and promote the construction of remote online monitoring platforms for heavy-duty diesel vehicles and non-road mobile machinery. Promote the installation and networking of automatic monitoring facilities for oil and gas recovery in operating gas stations and oil storage depots in an orderly manner. By 2025, the networking rate of online monitoring facilities for oil and gas recovery at gas stations will reach 100%.

Strengthen the supervision and management of atmospheric environment. Carry out research on coordinated prevention and control of PM2.5 and ozone, expand the application of off-site supervision methods, support the installation of infrared thermal imaging cameras, handheld photoionization detectors and other law enforcement equipment, strengthen supervision and law enforcement in key areas, and transfer suspected crimes to judicial authorities in accordance with the law. Promote the operationalization of the preparation of air pollution source emission inventories for prefecture-level cities, and strengthen the linked application of environmental statistics, pollution discharge permit execution reports, heavy pollution weather emergency emission reduction inventories and other data information in air pollution source emission inventories. By 2025, prefecture-level cities and Ningdong will complete the preparation of air pollution source inventories.

Improve regulations, fiscal and financial policies. Promote the improvement of laws and regulations and gradually fill in work shortcomings. Improve the price, tax, and fee incentive and restraint mechanism, implement peak and valley time-of-use electricity prices, tiered electricity prices and other price policies; actively promote the reduction of gas transmission and distribution levels to ensure that the price of gas and electricity for people’s livelihood is basically stable. Actively implement the peak and valley electricity price system for clean heating. Improve fiscal and financial incentive policies, increase credit financing support, broaden fund-raising channels, and provide appropriate operating subsidies to rural groups with special difficulties who have long-term use of clean heating facilities. Carry out green financial evaluation and attract long-term institutional investors to invest in green financial products. Encourage and support qualified enterprises, financial institutions and other entities to carry out credit rating, issue green bonds, etc.
